General Contractor Profile

Willis Development, LLC is a Residential and Light Commercial Construction Company, which sole business is a general contractor within Rio Grande Valley. Willis was founded in 2003, by Patrick McNulty, to construct single family homes and town homes for an investment partnership. After developing 4 units, on South Padre Island, Willis began constructing homes and town homes for individual owners, as the general contractor.

Willis has completed 28 units on South Padre Island. These homes are luxury in definition and a predominate amount have been Beachfront or Bay front.

After the natural disaster of Hurricane Dolly, Willis also ventured into light commercial contracting, as a restoration facilitator. Through this Commercial Contracting, Willis seized an opportunity to diversify as a General Contractor for light commercial and began biding on government projects as well.

Below is a synopsis of the homes, town homes, condominiums, and commercial projects constructed, under construction or under restoration, as general contractor:

Current Projects

SPI Marina Development:
General contractor for the  construction of utility, street, drainage improvements for an eight lot channel front subdivision on South Padre Island.  Also included in the project are the retaining and privacy wall, pilings for the deeded boat slips and the framing of the boat slips.  The project is was designed by Joe Logan of DPDM, PLLC.

Gulf Paradise Balcony Restoration:
General contractor for the re – construction of 12 balconies for a three unit condominium project on Gulf Blvd, South Padre Island. The original balconies had been deemed structurally unsafe because of excess weight placed on the beams and water infiltration into the structural system.  We are replacing the balcony system in its entirety with proper materials that are designed for the load of the structure as well as water penetration.  Gulf Paradise is a three story complex.

2013 Complete Projects

Johnson Residence:
General contractor for single family bay front home on Esperanza, South Padre Island. The home is a 4 bedroom, 4 bath, 2 – half bath home, and includes 2 living areas and a  wet bar/outside kitchen.  The home is approximately 3,500 sq ft and an additional 1,500 sq ft of deck space.  There is also a covered boat lift.

Origins Recover Center:
General contractor for the construction of a 1,600 sq ft pergola patio area.

2012 Completed Projects

Las Costas Condominium:
General contractor consultant and sub contractor for 8 stories, 7 units Condominium Development.
Joint Venture in the General Construction with Merit Construction, Ltd.
Lender was InterNational Bank. Project started in 2010 and is complete.

Greenwood Remodel:
General contractor for the exterior and interior remodel of 5901 Laguna Circle North, a 5,500 sq ft home built in approximately
1985. The home has been completely demolished on the interior and is being rebuilt with a modified
floor plan. The exterior will be converted to a Bahama style. Labunski & Associates is the architect.

5553 Rustic Manor:
Initial design and general contractor for the construction of a 2,900 q ft single family residence in the Woods subdivision, Brownsville,
Texas. The home is a single story, 4 bedroom 3 bath home with modern high end finishes.

City of South Padre:
Dune Walkover – Gay Dawn Circle
General contractor for the construction of handicap accessible and flood resistant dune walkover, engineered by Green, Rubiano
and Associates. Completed June 2010.

 

2011 Completed Projects

San Carlos Condominium:
General Contractor for the exterior restoration of concrete spalling and concrete hollow core plank failure. Project includes
replacement of ac decks with poured in place overhead pads, waterproofing east balconies, and repaint
exterior building.

City of Edinburg:
South Texas International Airport
General contractor  for the replaced roof on the main hanger at the South Texas International Airport.

City of South Padre:
Palm Street Boat Ramp
General contractor for the removal and replacement of the Public Boat Ramp at Palm Street for the City of South Padre

2010 Completed Projects

Tortuga Bay Condominium:
General contractor for the construction of a 30 slip dock and marina for this bay front project. Completed March 2010.

City of South Padre:
Dune Walkover – Surf Circle
General contractor for the construction of handicap accessible and flood resistant dune walkover, engineered by Green, Rubiano
and Associates. Completed June 2010.

Police Structure – City Hall:
Construction of parking structure of the Police Station at City Hall, replacing original structure destroyed
by Hurricane Dolly. New structure engineered by Green, Rubiano and Associates, including galvanized
I-Beam frame construction and Galv-alum roofing and gutter system.

2009 Completed Projects

5901 Yucca:
General contractor for the demolition of a single family residence and reconstruction on existing slab of a two story 4,000 sq ft
home. This home is channel front.

Sunset Condominiums:
Hired in January 2009, to be the general contractor for restoration after Hurricane Dolly. Closely worked
with the private adjusted preparing a scope of work. Participated closely with the negotiations with the
primary carrier. Settled the claim at a ratio in excess of 75%. Completed a $7,000,000 restoration of the
building.

Hired in October 2009, to be the general contractor for the rebuild of the Docks at Sunset Condominium.
Over 5,000 sq ft of docks and other facilities. Completed 2009

6518 Fountain Way, (Unit A&B):
General contractor for the construction of a 2 unit Condominium Project at the Villas of South Padre. One unit is five bedroom, seven bath, two car
garage, approximately 4,500 sq ft (A/C). The other unit is three bedroom, four bath, and two car garage
and is approximately 3,000 sq ft (A/C). Completed

230 & 232 W. Hibiscus:
General contractor for the  construction of a 2 unit Townhomes which are Bay front. Each unit is three Bedroom, three Full Bath, one – ½ Baths, two car garage, estimated Square Feet – 3,100 each. Completed

5316 & 5318 Gulf Blvd:
Developer and general contractor for the construction of a2 unit Townhomes which are Beach front. Each unit is four Bedroom, four Full Bath, one – ½ Baths, two car garage, estimated Square Feet – 2,750 each. Completed 2009.

2008 Completed Projects

6115, 6119, 6123 Laguna Circle North:
General contractor for the construction of a 3 Unit Bayfront Townhome within the Bay Harbor Subdivision. Two units are four Bedroom, three Full
Bath, one – ½ Baths, two car garage, estimated Square Feet – 3,100 each. One Unit is three Bedroom,
four Full Bath, two – ½ Baths, two car garage, estimated Square Feet – 3,700. Completed 2008

2007 Completed Projects

104 Palmetto:
Developer and general contractor of an island gulf side single family home – Modern in style. The unit is four bedroom, three full bath, one –
½ Baths, two car garage, estimated square feet – 2,900 each. Completed 2007.

Developer of a 2 unit condominium, across the street from the beach, within the Villas of South Padre Subdivision.
